It wouldn't make sense to obtain a patent before you see if there are problems, if it is safe and if people need it. 
I think product safety and troubleshooting should sort of go together as they are equally important parts of the invention. 
Of course, if no one wants to buy/needs your invention, then there is no point in testing it's safety, receiving a patent or troubleshooting. 
So I'm thinking D would be the answer for this one
