Congress wanted to "keep the Union together despite slavery." What can you infer about this statement? Congress wanted everyone to declare slavery against the law. Congress wanted to bring all people together to make a decision about slavery. Congress wanted everyone to ban together against the Native American tribes. Congress wanted to reach an agreement between the states instead of addressing the issue of slavery.

I'm not a historian but I do know that at that time, anything and everything was done to try and avoid talking about or even mentioning slavery. So I'm leaning a bit more towards D.
