Honestly, I don't believe it's either. Let's say you're reading a newspaper article. It's about a car accident. The reason for the car accident is that the driver was texting while driving. They say to not text and drive at the beginning of the article and the end of the article. The point that they're trying to make is that the reader should not text and drive.

Not necessarily @vera_ewing . I mean when writing my essays for english I resate information all the time just to make my point across and make everything make sense. Such as restating the intro in the conclusion. Or restating what I presented at the beginning o a paragraph and throughout.
