Soviets had nuclear weapons (i believe around the late 1940s after WWII) that was one of the things that made the cold war what it was. we couldn't have a direct war with the soviets because the war would go nuclear. I think it's b. A would be wrong i think because the first satellite was launched by the soviets in 1957 and they definitely had nukes prior to that.
