*I WILL FAN, MEDAL, & LEAVE A TESTIMONY* Congress may not issue a writ of habeas corpus. What is a writ of habeas corpus (i know this part)? Are there any loopholes for Congress to issuea a writ of habeas corpus according to the constitution? This is the part that I do not get.

I had understood that congress could issue writ of habeas corpus but could not suspend it the right of issuing it, unless we are in war time
