When dealing with exponents, negative ones either have to be moved to the numerator or the denominator. If its negative and on the top, move it to the bottom, if its negative on the bottom, move it to the top. Now you have \[8^{3}/8^{5}\] So that's 8x8x8/8x8x8x8x8 Cancel out the 8's, and you'll have 1/8x8, which is \[1/8^{2}\]
