5% = 0.05, so a discount of 5% means a discount of 5%c = 0.05c dollars
That means that c - 0.05c is the price of the item after discount but before tax.
Which other factor do you still see? That must be the tax.

When you multiply 0.07 by c - 0.05c, as in
