it should be clear the graph has been shifted up so it is either A or C

the point (-1,3) if shifted down by 2 (based on choice A or C, the shift was 2 up) we would be at -1,1 the original graph is y=1 at (3,1) so it looks like the x value shifted from 3 to -1, a shift of 4 left shift of 4 means we do x+4 (this is possible confusing) so f(x+4)+2 is the graphed function
