The answer is C because when ever we use the word 'than' it means that we are comparing something. In this sentence, to find the comparative adjective we would ask, is no better than what? The best. And that's why I think that the answer is C.

I see what you're saying but the word "best" isn't even comparative to begin with. It's superlative.
