oh ok so they are different depending on if they increase or decrease

well if it was increasing you would be taking 100% of it or 1.00 and adding the 21% or .21 to it.
OpenStudy (anonymous):
But since its decreasing, .79 of the price is what you would get if you multiplied the 19,000 by .21 and then just subtracted it
