Look at this wikipedia page about the constitution https://en.wikipedia.org/wiki/Taxing_and_Spending_Clause it says on the top: Article I, Section 8, Clause 1 of the United States Constitution, grants the federal government of the United States its power of taxation.

The wording of the question is funny. Now that I reread it, I think they really mean nominated. You know what, just go with president, the more I look online the more "appointed" and "nominated" are used interchangeably.
