You need approval from congress to declare war, and you cant declare war with public approval/opinion. which makes b and c wrong. if congress already had approved the declaration of war, then that would make d wrong because troops were sent under the pretense that war was declared. a is correct because countries in the UN did oppose declaring war, especially russia and china.
