Rhetoric is the art of effective, impressive, or persuasive speaking or writing, especially the use of figures of speech and other compositional techniques, however is often regarded as lacking in sincerity or meaningful content. A applies, and so does D. Because it also applies to writing, and since the purpose of persuasive speaking is using the actual content to persuade people. I would say that your answer is C, how it is being said.
