I would honestly go with V, though I haven't thought of how a new mod system could work out. There are a couple of mods that do respond to VI, but there are several others that don't reply to messages and tags. :c Of course, looking at reports is under all the mods' jurisdiction. Still, it seems that posts that are against the rules hang around for quite a long time before being removed...

No doubt it should be V. There haven't been a slight change in the moderation part of the site for the past five years. New tools for better moderation where always suggested but never implemented. As for the current situation, the best method to deal with spam is simply reporting it. I would also like to mention that messaging or tagging a moderator is not at all necessary. When you report a user all online moderators gets notified. Further messages from users about this may not be liked by all mods. What if that particular moderator just logged in to check one of his/her problems? That said if the situation is severe free to message any online mods.

ii. Messaging a moderator. Whenever I need to report spam, I just message a moderator. The moderators are always helpful when I message them. If there's ever a spam issue in the chats or on a question, I let a moderator know through messages, and they solve the problem immediately.

I go with VI)..Sometime reporting does not work as fast as expected, it could be due to the lesser number of mods at that time or something. Then we can go on and message a mod or tag him. Most cases this will work :)
