Why is it helpful for adults in south Texas to speak both English and Spanish?

since it's in the south it's very close to the Mexican border, and technically a lot of immigrant people cross over and all they know is one language at most. It's really handy to know both, because then people can communicate easier.

Ive heard that in 2020 that more and more people from mexico and people who already live here will "take over" texas and by then we will need to have some idea on how to speak some spanish. My spanish teacher told us this when i was in middle school because everyone wanted to be in french or in sign language which most people wont use. But thats just her theory.
