the first step in converting a decimal to a fraction is to set it over 100. So, at first regarding the negative sign, we would write this as \(\large\frac{45}{100}\)
\[\frac{ -45 }{ 100 }\]
From there, you would simplify. Then, add the negative sign at the end :)
