A scientific law states that planets move in elliptical orbits around stars. Which of these statements is correct about this law? It is not strengthened by data and observations. It provides explanations for observations which can change. It is a well supported description which cannot become a theory. It can change from time to time due to new scientific evidence

I think that it is the first law of Kepler, namely planets move in elliptical orbits around the sun, and the sun is located at one of the focuses of such elliptical orbits. That statement comes from observations which are supported by numerical data. Nevertheless it can not be a theory, since it is an empirical statement
