The best way to get help is to post in the right category.
Also, it will motivate helpers if you show your efforts in solving the problem, or what you have done.
I believe it is mostly a Googling job, and you are the best person to do the Googling because you will see resources local to your area.
Try googling "resources for chemical dependencies", "drug abuse help" or variations.
Read through the most interesting articles, extract the information, and start writing.
Do not forget to quote/cite the sources of information, without which you could be accused of plagiarizing.
