A theory is a proposed explanation for a wide rang of observations and experimental results that is supported by a wide range of evidence. A theory may be accepted by the scientific community. 
Whereas a law describes the truth that is valid everywhere in the universe. 
Laws don't really provide explanations though theories do :/
