it was first built by Emperor Constantius, but the church was destroyed by riots in 404. it was built again in 415, by Emperor Theodosius II. it was destroyed AGAIN in the Nika revolt of 532. after the riots, Emperor Justinian I ordered the church to be rebuilt. http://www.metmuseum.org/toah/hd/haso/hd_haso.htm
