I definitely recommend trying to use a live chat with a native speaker to work on your verbal.  For written I'd recommend working through a good textbook.  After that start reading progressively harder English books starting with books aimed at young children.

That's hard to say without knowing you and your personal situation. A good textbook doesn't have to be perfect, it just needs to give you enough of the basics that you can begin reading and writing English fluently.
