plz i need help :( Translate the word phrase into a variable expression. The quotient of a number and 3 is decreased by 1. A. 3n-1 B. 1-n/3 C. n/3-1 D. 1-3/n

So 3 is decreased by 1: 3-1. The quotient of a number = division. You can eliminate A, because it has no division. You can also eliminate B because 3-1 is not in it. C is most likely correct, because it has all the components said. You can eliminate D, because it said "3 decreased by 1", not "1 decreased by 3". So yes, C is the answer!
