Ok, I don't want to give away the answer, but I will say this however:

Civilization, can be thought of as closer to modern rather than ancient.
(This is very roughyl, but...)

Like, caves, forests, wild jungle ....
those are NOT belonging to civilization.

And, Sciscrapers, Schools & Colleges, Shops, Sport Centers, ....
those are that belong to civilization

Ok, you know what the answer in choice A, C D  means.
B, "public works" means what the government can do for you.

Also, job specialization and cities should be obvious to tell whether they are part of civilization or not....
