J'étudie culinaire à l’école à un heure et quinze avec mes amis.

I am trying to state an activity I do: I study culinary at school at 1:15 pm with my friends.

Culinaire is an adjective, you need to have a noun for it to qualify.
" l'art culinaire " could be a possibility.

For time, use the "et" with quart, demie, ....une heure et quart, but une heure quinze.
The 24-hour clock is more frequently used in French, and causes less confusions, especially at airports and train stations.

Depending on your intention, you may move the adverbial phrases around to make it more clear. For example, "avec mes amis" dangling at the end seems a little odd.
