B. conduct some experiments and make a decision on your own. C. develop a team of experts to work independently. D. find someone that knows about this type of problem and ask their opinion about the problem.

I think that option A) is not the right option, since if we want solve a problem about nuclear physics, then we need of a team of nuclear physicists. Option B) is not correct, since sometimes, we are not able to perform an experiment, for example the study of matter started from ancient greek philosophers, and they weren't able to perform any experiment, since the technology was not appropriate Option D) is not correct, since in order to solve a problem we need to know the thought from many scientists
