Why did King Cyrus allow some Jewish people to return to Israel? He did not have room for all of them in his kingdom. He wanted the religion to spread through Europe. He had a reputation for religious tolerance. He wanted the Jewish people to rebuild the temple.

well, I think A and C could be eliminated because that doesn't really have anything to do with a culture. between B and D, I'd say that D makes the most sense.
