Which distribution of power structure is used by the majority of governments? Why do you think that is?
That would be the unitary system of government -- One major advantage is that the responsibilities tend to be fairly clear cut. In times of crisis, a clear division of power often results in more swift reactions and assistance then in a form of government where power is divided between multiple government entities. Laws tend to pass more quickly because they only need to be approved by the central authority. Also, since only the central authority may make laws, there is very little chance the national and state laws will be contradictory.
