131,000,000.  move the decimal place so that there is  one digit term in front
in your case count how may places you have moved it--8 places

1.31 x 10^8

you should be able to figure out the rest of the questions now.

negative would be .01-----  1.0 x 10^-2

b just move the decimal places over 7 places,  write it out and compare with earth circum.
