If you take any two randomly chosen completed sudoku boards, can you always turn one into the other by only rotating the board, reflecting the board, and trading numbers (such as taking all the 1s and writing them as 2 and all the 2s and writing them as 1)?

If not, then how many unique sudoku boards are there?
