Can someone help me find figurative language in "As a gardener protects a new plant from a strong storm, the motorcycle police protectively surrounded the line of school buses from the angry bystanders."

I know, but I looked it over so many times. It was out of two choices, and I got the last one wrong because it wasn't the correct one..

sorry comparative was not the word i should have used it was more of a simile
its relating the action to another
A simile is comparing two things, right? That's comparative, unless I learned incorrectly.
