22 is the median, so we know 16 numbers are less than or equal to 22 (we have 16 numbers "below" 22 and 16 numbers above 22, for a total of 33 numbers) However, I don't know how many are "strictly less" than 22 that can vary depending on how many 22's are in the data set.

I would ask your teacher. If you put in 16 and they say that is the correct answer, I would definitely complain.
