@phi could you explain tihs to me
the 5 numbers used to describe a set of numbers are smallest number, First quarter, median, third quartile, biggest
22 is the median, so we know 16 numbers are less than or equal to 22 (we have 16 numbers "below" 22 and 16 numbers above 22, for a total of 33 numbers) However, I don't know how many are "strictly less" than 22 that can vary depending on how many 22's are in the data set.
so what would you suggest

I would ask your teacher. If you put in 16 and they say that is the correct answer, I would definitely complain.
