Why DNA polymerase require a primer but RNA polymerase don't?

RNA polumerase does'nt require a 3'OH to initiate synthesis. RNA can synthesize in the form of mRNA. DNA requires that 3'OH because it can't start polymerization by itself, so it needs a primer which in turn would remove the 2 terminal phosphates of the nucleotides.
