I suggest writing all the numbers out in standard notation. It then becomes much clearer. For example, \(9 \times 10^{-8} = 0.00000009\), which is less than \(5 \times 10^{-6} = 0.000005\).

Not quite. Here's another way to look at it. Numbers with higher powers of 10 are larger than number with lower powers of 10. Therefore, any number with a power of 10 of -6 is larger than any number with a power of 10 of -7, or -8, or -9, etc.

And for number with the same power of 10, just look at the base number.
