Man, I'm learning this right now and I actually have a test on it in a few days' time. So far, I can only confirm 1. We've learned that almost all atoms try to fill their valence shells (outer shells). For 2 I'm not sure, what I can tell you is that if the positive and negative charges weren't balanced, the atom would be unstable. (I think) Hope I helped.
