Would the sentence "keep your friends close and you enemies closer" be considered a paradox sentence?

I think it's more descriptive if anything, you "keep your friends close" by maintaining relationships with them, and "your enemies closer" by watching them for signs they will strike at you and those you care about. But I do think it is a paradox sentence, to some extent.
