The Constitutional convention delegates wanted to ensure the government wouldn't get too strong. Americans don't like tyrants; that was the point of it all. The bill of rights does this by ensureing people certain undeniable rights. In other words, the Bill of Rights givees people rights the government can't take away, no matter how powerful they get, so they can protect people's rights. Freedom of speech and right to bear arms (though that might be gone soon) are examples.
At first, John Madison didn't support the Bill of Rights, but he did in the end. I can't remember why. He was important to the U.S. Constitution as well. Sorry I can't help you much.
