We can scratch out B, because we know the the Compact was the start of the democratic beliefs for the North. We can scratch out C, because that's not a trait of government. We can scratch out D, because they valued their religious freedom more than anything else,. So that leaves A. Your answer is most likely A. Do you agree, or do you think it is something else?
