Many countries are scared they will let a malicious group of people enter their borders. For example, The US and many other places believe that allowing Muslim and middle eastern people into their borders will cause an influx of terrorists ( which is completely racist and ridiculous)

Also, some countries do not have the money, food, jobs, or housing to hold many immigrants.
