The first one is the absolute value of -3, which is positive 3.

Okay so |3| means absolute value. Absolute value means that no matter what the number is, it will be a positive. So if you have a negative 3 in absolute value signs, it means it would turn into a positive 3. But the second number, which doesn't have any absolute value signs, would stay a negative.
