Well, with the title being "Black Codes" we can cross off B and D. So our answer is either African Americans were unable to gain employment, or African Americans were treated unfairly by employers. In some cases, both, but I think specificially what they are looking for is C, African Americans were treated unfairly by employers. African Americans WERE able to get jobs easily enough. The jobs were just really bad quality, low pay, and they were often treated bad by their employers. Your answer is C.
