Dialysis bags are one way filters from inside to out for just about everything, understanding that you should be able to get your answer.

The iodine won't be able to go into the dialysis bag, so the starch and iodine definitely can't react within the bag. Knowing that, it has to be the option where the starch diffuses out of the bag into the iodine solution.
