Bytes and bits are units of measure, not numerical values. There is a maximum value that can be represented by each, but they have no inherent values. 15 bits can represent a total of 2^15 different values from 0 up to 2^15 - 1, which is 32, 767. 4 bytes at 8 bits per byte is 32 bits which is 2^32 possible values, 0 to 2^32 - 1, which is 4,294,967,295.
