This is how you set this up you give the radius of a circle an arbitrary value this can be any number im choosing 5. so we say r=5. the circumference of a circle is 2π r so the ratio between the radius and the cirumference is 5:10π you would then reduce it. You could also say r/2πr in which you could cancel out the r's.
