Are you certain you have copied the problem correctly? There is no combination of 35 5 cent and 25 cent coins which totals 450 cents...

whpalmer4 is correct, there is no combination that equals 450 cents, the closest you can get is 14 Quarters($3.50) and 21 Nickels($1.05) which equals $4.55, not $4.50.
