Well, since it is 16% off, you know the person buying the watch only payed 84% of the original price. You could set up a proportion to find out how much he payed, like such: \(\LARGE\frac{1}{32.25}=\frac{0.86}{?}\) I changed it to decimals by dividing the percents by 100. Now you just cross-multiply and divide.
you do 32.25*16%=5.16 32.25-5.16=27.09
