a. Congress broke a tie between John Adams and Thomas Jefferson. b. All voters had to vote a second time to verify the initial election results. c. The House of Representatives broke a tie between Thomas Jefferson and Aaron Burr. d. The people decided candidates from opposing political parties could both run for president.

An Amendment was added that Presidential candidates select a running mate, before that the runner up became Vice president. Aaron Burr became the vice president.
