hy did President Johnson lose control of Reconstruction?

When Johnson let Southern states come back in, they elected confederate leaders. This made Congress angry. And when Johnson vetoed the Civil rights act, which was the last straw. The civil rights act would have given rights to ex-slaves. Congress felt it could no longer work with him, so they had him impeached.
