I would say A, simply because there's 28-59 more people every year, and in order to get to 2012, you would have to accommodate for 4 years of population growth instead of 2. And to check, you could do 28(2) = 56 940+56 = 996 59(2) = 118 940+118=1048 Both of those would round to 1000, thus proving that the answer that makes the most sense is A
