i guess part 3 just states in which areas discrimination against individuals with disabilities persists and that is related to the claim because it denies people with disabilities these rights (employment, housing, public accommodations, education, transportation, communication, recreation, institutionalization, health services, voting, etc.)

Well, the claim is, “The continuing existence of unfair and unnecessary discrimination and prejudice denies people with disabilities the opportunity to compete on an equal basis.” Answer Choice #4 states, "Census data, national polls, and other studies have documented that people with disabilities, as a group, occupy an inferior status in our society, and are severely disadvantaged socially, vocationally, economically, and educationally." Why did the author place it in the article? Because she was explaining and proving her reasoning that people tend to isolate each other, and are unfair to one another because of differences. People with a disability usually have a disadvantage, this is unfair. Was that answer a little better? Let me know if you still need help, I can try to explain it better.
