i guess part 3 just states in which areas discrimination against individuals with disabilities persists
and that is related to the claim because it denies people with disabilities these rights (employment, housing, public accommodations, education, transportation, communication, recreation, institutionalization, health services, voting, etc.)

Why did the author place it in the article? Because she was explaining and proving her reasoning that people tend to isolate each other, and are unfair to one another because of differences. People with a disability usually have a disadvantage, this is unfair.
