Well, from what I know and what I researched, wheat and barley are actually the two main staple crops within the Middle East.
Though I did find many food article shortages, none exactly pertained to the Middle East so I'm going based off of assumption.
Since rice is the only crop as an option that is widely grown within the Middle East and does require a surplus of water compared to many other crops, I'd suggest that D is the answer.
